Description of Work Under limited supervision, this position performs professional accounting duties in the creation and maintenance of accounting records, the analysis of financial transactions, the verification of accounting records and financial data and the asserting of compliance with established laws, procedures and policies as related to the area of assignment. This is a temporary grant-funded position with a planned end date of September 30, 2011. Duties and Responsibilities Applies the principles of accounting practices to maintain an accounting system; interprets accounting system policies and implements accounting procedures; records financial transactions as related to grants. Performs the accounting and compliance activities for contracts and grants; maintains control of allocations, obligations, unliquidated balances and fund transfers by grant and contract activity; analyzes expenditures to ensure consistency with grant and contract provisions; interprets grant and contract rules, regulations, policies and procedures and advises project managers on financial requirements and fund availability; prepares drawdown of federal, state and special account funds. Prepares analysis and verifies accounting records and financial data; ascertains compliance with established accounting principles, procedures and policies. Assists with requisition routing system (Work Place); assigns job number (BLI) and cost codes to requisitions. Prepares billing in Job Code System (Wennsoft) after manual invoice is prepared. Performs receiving and other accounts payable functions related to grant-funded, professional services and lobbying invoices. Reviews grant travel expenses and codes in Job Cost System (Wennsoft), and prepares journal entries to attach grant-funded travel to appropriate BLI. Prepares quarterly financial reports for selected federal and state grants. Prepares federal and state billings. Monitors and reviews biodiesel fuel invoices for compliance with contract prior to payment. Tracks and accounts for the transactions related to the blending of B/99 fuel and Ultra Low Sulphur Diesel dispensed to Orlando Utilities, Orange County Government, and LYNX South Street facility. Prepares invoices relating to the dispersing of biodiesel fuel deliveries to Orlando Utilities and Orange County Government. Prepares the monthly journal entries related to the biodiesel blending project. Assists in preparing monthly and quarterly reports for State and Federal biodiesel fuel tax returns. Performs other related duties as required. |

| Skill Requirements | |
Knowledge of the principles, practices and methods of accounting as related to grants, fixed assets, and capital projects, as well as Federal and State regulations and requirements relating to fuel taxes. Working knowledge of automated accounting systems. Ability to operate a personal computer and standard office machines including calculators. Knowledge of word processing, spreadsheet and other software applications as related to accounting. Ability to analyze accounting data. Working knowledge of the use of mathematical concepts. Ability to coordinate multiple functions. Ability to review, analyze and interpret accounting data and prepare accurate accounting documents. Ability to prepare clear and concise oral and written reports. Ability to communicate effectively in English, both orally and in writing. Ability to establish and maintain effective working relationships with all levels of staff, the public, coworkers and those doing business with LYNX. Ability to utilize organizational skills and perform detail oriented work. Ability to provide and maintain proof of a valid Florida Driver's License for any employee using a company vehicle. Physical Requirements This position requires sedentary work involving standing or walking for brief periods and some dexterity in operating office equipment. | Education Requirements | |
An Associate’s Degree from an accredited college in Accounting or related field plus a minimum of three (3) years of responsible experience in accounting, preferably with a governmental entity or industry in a highly computerized environment. An equivalent combination of education, training and experience that demonstrates the knowledge, skills and ability to effectively perform the functions of this position may be considered.
