Disadvantaged Business Enterprise Program

LYNX strives to make it a priority to include minority- and women-owned businesses when seeking goods and services to run their daily operation. As a recipient of federal transit funds, LYNX cannot (and does not) discriminate against any firm based on race, color, sex or national origin. DBE POLICY

The Central Florida Regional Transportation Authority, d.b.a. LYNX, has established a Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26. As a recipient of Federal financial assistance from the Department of Transportation and as a condition of receiving this assistance, LYNX has signed an assurance that it will comply with 49 CFR Part 26.

It is the policy of LYNX to ensure that DBEs as defined in part 26, have an equal opportunity to receive and participate in DOT–assisted contracts.  It is also our policy: 

1. To ensure nondiscrimination in the award and administration of DOT – assisted contracts;
2. To create a level playing field on which DBEs can compete fairly for DOT-assisted contracts;
3. To ensure that the DBE Program is narrowly tailored in accordance with applicable law;
4. To ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are permitted to participate as DBEs;
5. To help remove barriers to the participation of DBEs in DOT assisted contracts;
6. To assist the development of firms that can compete successfully in the market place outside the DBE Program. 

Desna Hunte has been delegated as the DBE Liaison Officer. In that capacity, the DBE/EEO Officer is responsible for implementing all aspects of the DBE program. Implementation of the DBE program is accorded the same priority as compliance with all other legal obligations incurred by the LYNX in its financial assistance agreements with the Department of Transportation. Certification Procedures

Section 26.81 requires that all DOT recipients in the state of Florida participate in a Unified Certification Program (UCP). The UCP will follow all certification procedures and standards of 49 CFR Part 26, Section 26.61. The UCP shall provide "one-stop shopping" to all applicants. In accordance with requirements of the U.S. Department of Transportation as set forth in 49 C.F.R. Part 26, as amended, the LYNX in Orlando, Florida, hereby notifies the public that it is recommending the following Disadvantaged Business Enterprise (DBE) goal for applicable professional services, construction and procurement contracts during Fiscal Year 2010, beginning October 1, 2009 and ending September 30, 2010. The overall total DBE goal for Fiscal Year 2010 is 9%.  Information pertaining to this goal and a description of how it was selected is available for inspection from 8:00 a.m. to 5:00 p.m. (Eastern Time) at the LYNX Administrative Offices, 455 North Garland Avenue, Orlando, Florida  32801 for 30 days following the date of this notice.
